Evaluating the socio-economic benefit of the red meat processing industry in regional Australia 2024

The project will model and provide analysis of the social-economic benefits generated by the red meat processing sector, including direct and indirect employment, value-added and household income generated by the industry. This project will provide an update on previous AMPC analysis including: - AMPC 2016-1031 - Evaluating the socio-economic benefit of the red meat processing industry in regional Australia - prepared by SG Heilbron Economic & Policy Consulting, 2016) - AMPC 2022-1094 - 2022-1094 - Socio-economic benefit of red meat processing - prepared by SG Heilbron Economic & Policy Consulting, 2022) Consistent with previous analysis, socio-economic benefits will be calculated at the state and national level, however for the first time impacts will also be modelled within each local government area (LGA). This analysis will need to take into account: - The estimated expenditure of processing plants in the local economy. - The sourcing of inputs (livestock, utilities, equipment, labour) from local, interstate, or international markets. - The supply of outputs for domestic and international uses. - The employment make-up of processing plants. The report will also provide analysis and discussion of results, including implications for AMPC, the industry and governments. The analysis will draw on publicly available data and previous analysis, supplemented by a survey of meat processing businesses to determine finer detail. This survey must be designed and delivered to alleviate processor concerns about sharing data relating to profitability. Previous analysis has achieved this by focusing on expenditure items rather than sales revenue. An established Steering Committee of AMPC staff and industry representatives, will provide guidance on available data sources, assumptions and survey design. AMPC will also provide suitable contact details for stakeholders within meat processing companies. The analysis will focus on the red meat processing sector only, which broadly includes the processing of cattle, sheep and goats. The scope excludes the processing of pork and chicken, as well as upstream (production, feedlotting) and downstream (smallgoods and secondary manufacturing, butchers, retail etc.) activities.
